"Since the proposed Glacier Discovery Walk is located in a national park, the Federal Government, through Parks Canada, will review all project plans and determine whether or not the project may proceed."

"Interested parties will have the opportunity to review the draft Environmental Assessment report for the Glacier Discovery Walk and provide Parks Canada with input prior to the approval of the project."

Both quotes are from the proponent's:
"Glacier Discovery Walk - Regulatory Process"

This is how proponents and the Parks Canada Agency play the game of "public consultation." Float an idea, launch a website, trump-up the selling points, hold a few open houses, solicit concerns, and within all that let slip that the project will be approved no matter what the concerned public brings forward.
